Lake Havasu City Code § 11.06.300 sets default park hours at sunrise to 11:00 p.m., but the Director can post different hours for a specific park, and can extend the closing hour for a group holding a park use permit under subsection B. Subsection C makes it unlawful for any person, except city officers or employees conducting official business, to be present in any park between 11:00 p.m. and sunrise without specific authorization under a group use permit. The article's other general park rules reinforce this after-hours closure: § 11.06.350 separately bars camping or sleeping overnight in any park or its adjacent waters except under a park use permit, and § 11.06.310 bars driving or riding any motor vehicle, horse or animal in a park outside public streets or designated parking areas at any time.

Enforcement of the parks article runs through Lake Havasu City Police Department patrols and Parks and Recreation Department staff, who can eject or cite anyone found in a closed park after curfew. Because the exception for city staff is limited to those conducting official business, off-duty employees using a park socially after hours are held to the same 11:00 p.m. limit as the public. The Director's authority to post different or extended hours means postings at individual parks control over the default sunrise to 11:00 p.m. window, so signage at the specific park should be checked before relying on the code section alone.
