Section 27-2 sets one citywide schedule for all city parks: daily from sunup to sunset, with no clock times printed. The exception is written permission from the parks and recreation director. Outside the open hours, it is unlawful for any person other than city personnel conducting business in the park to occupy or be present in it. The rule reaches presence, not only activity, so walking, sitting or standing in a closed park is enough. Section 27-2 also lets the parks and recreation director declare any section or part of any park closed to the public at any time and for any interval, either temporary or at regular stated intervals.

Section 27-1 explains who holds that power: all parks are operated and maintained under the supervision of the parks and recreation director, who works under the city manager, and the director can make whatever rules and regulations are necessary for the proper use and protection of city recreation facilities, with the approval of the city manager. Facility-specific hours sit in Section 27-3. Ballfield lights are turned on and off by parks and recreation staff only and are used only during hours approved by the director, and tennis courts are open as determined by resolution of the city commission.

Section 27-6 supplies the enforcement path. A person who violates the park rules or a lawful order of a parks employee has no right to remain at that facility for the rest of the day, and staying after that is treated as trespassing, with ejection or arrest by the police department. Repeat violators can be permanently barred from all city parks and recreation facilities on the order of the city manager, with the advice of the parks and recreation director, and a barred person who enters is trespassing.
