Section 39-3 puts the Commissioner of Parks and Recreation in charge of setting opening and closing times for every park and Town dock, requiring those hours to be posted for public convenience, and flatly prohibiting use of a park at any time other than the designated hours. The same section bars overnight parking or housing in any park or dock outright. At Town beaches, § 39-32C backs the schedule with a warning siren system: one blast means every bather must leave the water immediately, and after two blasts signaling the official close, everyone must clear the beach within 15 minutes.

Section 39-33 further restricts park use to Town residents unless a Town Board fee schedule says otherwise, and pool users may be required to carry an official identification permit issued by the Commissioner (§ 39-34). 1), and alcohol may only be consumed in concession or picnic areas the Commissioner designates (§ 39-16). The Commissioner also promulgates additional rules and a fee schedule, subject to Town Board approval, which must be made available to the public (§ 39-24).
