11 sets a daily schedule for every park under the jurisdiction of the Division of Parks and Recreation: parks open thirty minutes before sunrise and remain open until fifteen minutes after sunset, then close to the general public until the next morning's opening. The section carves out four exceptions to the closed-park rule. First, anyone holding written permission from the Department of Parks, Recreation and Forestry for a special or particular use of specified facilities may remain, but only within the specified facilities and along ingress and egress routes.

Second, people attending lighted activities supervised by a Department employee or an authorized designee may stay. Third, people using park roads as vehicular through-routes may pass, provided they stay on the traveled portion of the route. Fourth, any area the Director of Parks, Recreation and Forestry has officially exempted by rule or regulation falls outside the closure. 11(c) makes it unlawful for any person to enter or remain in a City park while it is closed. The section traces to 1952 Code Section 17-5-131 and was re-codified by Ordinance 91-77, and it sits in Chapter 541 alongside the City's other park-conduct rules, including provisions on golf courses, fishing at Walden Pond, and the Zoological Gardens.
