Wylie, TX Data Centers & Crypto Mining: Crypto Mining Rules (2026)

Wylie's Zoning Ordinance has no chapter, definition or moratorium aimed specifically at cryptocurrency mining. The only place the activity appears by name is inside the definition of Data Center at Appendix B Section 5.2.H.8.a, which reads in full: Data Center means a facility that houses computing, networking, and storage equipment used to store, process, manage, and transmit data, including high-performance computing systems and infrastructure supporting artificial intelligence (AI), machine learning, cloud computing, data mining, crypto currency mining, and other advanced digital services. Because the definition folds crypto mining into the broader Data Center category rather than creating a separate use, a mining operation is classified, sited and permitted exactly like a conventional data center: it follows the district permissions on Appendix B's Land Use Chart in Section 5.1 and the additional Special Use Permit, building-area and water-infrastructure provisions in Section 5.2.H.8.b.

There is no crypto-specific fee, tax, noise limit or moratorium anywhere in the Code of Ordinances or Appendix A Fee Schedule; the city has not enacted the kind of standalone mining ordinance some other Texas municipalities have adopted. An applicant proposing a mining facility in Wylie applies for the same Special Use Permit and utility study a conventional data center would need, and there is no additional layer of review triggered by the fact that the equipment mines cryptocurrency rather than running other computing workloads.
