Wylie, TX Animal Ordinances: Veterinary Clinic Zoning (2026)

Appendix B, Section 5.1's Land Use Chart lists Animal Clinic or Hospital with an S (Special Use Permit required) in the Agricultural District (AG/30) and the Neighborhood Service District (NS), a P (permitted by right) in the Community Retail (CR) and Commercial Corridor (CC) districts, and no entry, meaning the use is not allowed, in every other zoning district, including all of Wylie's single-family and multifamily residential districts. Parking is set at 1 space per 400 square feet of floor area, with the (L) notation pointing to the additional standards in Section 5.2.

Those standards, at Section 5.2.F.1, define an animal clinic as a facility for the diagnosis, treatment, and hospitalization of animals including, but not limited to dogs, cats, birds, and horses, and then add two design conditions that apply in every permitted district whenever the clinic sits adjacent to a residential use: rooms containing cages or pens cannot have windows, doors, or any other penetration on an exterior wall, and any area used for holding, boarding, or grooming pets is capped at 10 percent of the building's gross floor area.

Because CR and CC allow the use by right, an applicant there needs only a standard building permit and site plan showing compliance with the cage-room and floor-area limits; an applicant in AG/30 or NS must first secure a Special Use Permit from the City Council following a Planning and Zoning Commission recommendation before that building permit can issue.
