Sec. 98-51(a) requires every owner, tenant or occupant to use the receptacle the contractor supplies for solid waste collection and disposal, rather than an unapproved can or bag system. Sec. 98-2 separately defines a can as a formed metal or plastic container with a lid, a volume under 30 gallons, and a reasonable height-to-diameter ratio, and defines bags as plastic sacks strong enough to hold their shape when lifted by the top, capped at 50 pounds of total weight including contents; those definitions set the baseline for what the contractor-provided system is built around.

When brush does not fit inside the receptacle, Sec. 98-51(b) routes it to the separate bulk pickup instead of the regular cart, and requires it to be bundled or tied together forming an easily handled package not exceeding four feet in length, or 50 pounds. Sec. 98-31 backs the receptacle rule up with a set of prohibited acts: no pilfering, scattering or meddling with someone else's container, no unauthorized use of any container within the city, no depositing burning material or setting fire to a container's contents, and no putting materials into a garbage, rubbish or brush container that do not fit those categories' definitions.

That last point matters because Sec. 98-2 draws a real line between rubbish, defined as feathers, ashes, aluminum cans, papers, boxes and glass, and brush, defined as plants, grass clippings, leaves or tree trimmings, so mixing the wrong category into the wrong receptacle is itself a violation of Sec. 98-31.
