Sec. 98-21(a) sets the baseline: regular garbage and rubbish is collected one time per week, on the schedule fixed by the terms of the city's solid waste contract with its designated contractor. That weekly pickup is not optional. Sec. 98-22 declares that it shall be mandatory that all utility customers shall receive solid waste collection service, and folds the charge into the resident's monthly utility bill; multifamily buildings of four or more units use commercial containers instead of the residential cart system. Fees for regular collection are set by the city's fee schedule, and Sec.

98-22 allows an increase in the monthly collection and removal fee with city council approval. Partial-month service is prorated for each week of the month during which service is actually available. There is also a separate fee for extra collections needed for unusual accumulations, a term the Code defines to include large, heavy or bulky objects and accumulations a standard residential truck cannot take on in the normal course of its daily route. Beyond the weekly cart pickup, a separate brush and bulk collection program runs on its own schedule under Sec.

98-21(d). Commercial, industrial and institutional accounts run on a different schedule entirely under Sec. 98-23, set by agreement between the contractor and the customer rather than the fixed weekly cycle that applies to houses.
