Sec. 98-23 puts commercial waste service on a negotiated footing rather than a fixed residential-style schedule: the city's contractor provides the commercial containers, and collection happens as agreed upon by the contractor and the customer under the city's solid waste contract, not on the fixed weekly cycle that governs houses. Sec. 98-52 then layers a site-development requirement on top of that: any concrete pad built to hold a commercial solid waste container has to comply with the city's comprehensive zoning ordinance, tying dumpster pad placement to the same zoning review that governs other site improvements rather than leaving the pad location purely up to the property owner or hauler.

Sec. 98-31's prohibited-acts list reaches these containers too: no pilfering, scattering or unauthorized use of any container within the city limits by an individual, corporation or company, and no depositing burning material into one or setting fire to its contents. Sec. 98-25 gives the city manager authority to see that the terms of the collection contract are fulfilled, so a commercial account with a nonconforming dumpster pad or an unauthorized hauler is something the city manager's office has standing to address, not just the customer and contractor working it out privately.

As with the rest of Chapter 98, neither Sec. 98-23 nor Sec. 98-52 states its own fine; an unresolved violation of either falls back on the Code's general penalty framework in Sec. 1-13, which treats a continuing violation as a fresh offense each day it persists.
