Wylie, TX Animal Ordinances: Pet Groomer Rules (2026)

Wylie's Zoning Ordinance, Appendix B Article 5, splits animal-related kennel uses into two categories: 'Animal Boarding/Kennel with Outside Pens' and 'Animal Boarding/Kennel without Outside Pens.' Both definitions specifically fold grooming into the kennel use, defining the use as any facility for keeping 4 or more dogs, cats, or other household pets, or where grooming, breeding, boarding, training in conjunction with selling of animals is conducted as a business. A groomer working with three or fewer animals at a time falls outside this definition, but any Wylie shop or mobile operator handling four or more pets on-site is governed by Section 5.2.A.2.

For the indoor version most groomers use, the code imposes two additional provisions when the site sits next to a residential use: rooms containing cages or pens cannot have windows, doors, or other penetrations on exterior walls, and the combined area used for holding, boarding, or grooming pets cannot exceed 10 percent of the gross floor area. The same 10-percent cap and blank-wall rule apply to Animal Clinics and Hospitals under Section 5.2.F.1, so a veterinary groomer faces an identical limit. Because this is a use standard tied to the Land Use Chart in Section 5.1, a groomer's permitted districts vary; the City Planner and Building Inspections check compliance at site plan review and before issuing a Certificate of Occupancy, and Wylie Animal Services can also inspect kennel conditions under the separate Chapter 18 animal-care rules.

A groomer that wants to exceed the floor-area cap, add outside pens, or locate in a district that requires a Special Use Permit must apply to the Planning Department.
