Wylie, TX Animal Ordinances: Mandatory Spay/Neuter (2026)

Section 18-41 of the Wylie Code of Ordinances is narrow but absolute: no person may adopt a dog or cat in the city without first complying with the state's sterilization requirements under Texas Health and Safety Code chapter 828. The rule attaches only at the point of adoption, not to every pet already living in a Wylie household, so an owner who acquired an animal outside a formal adoption is not automatically swept in. Wylie Animal Services, the animal services division of the police department under the chief of police (§ 18-1), administers adoptions out of the city shelter and is positioned to confirm sterilization before releasing an animal to a new owner.

Animal services officers carry citation authority under § 18-2 to enforce every provision of chapter 18, including § 18-41. Because no dollar figure for a violation is written into § 18-41 itself, any offense falls back to the city's general penalty clause, Code § 1-13, which caps a fine at $500.00 per offense unless the ordinance governs fire, safety, zoning, public health or sanitation, in which case the ceiling rises to $2,000.00. The city separately runs a trap-neuter-release program for feral cat colonies under § 18-16, aimed at sterilizing cats that are never formally adopted, a distinct track from the adoption rule in § 18-41.
