Anaheim's Zoning Code has no data-center use class. Because the Industrial (I) zone's Table 10-A doesn't list them and unlisted uses are prohibited, the Planning & Building Director must classify a data center under an existing use before it can be built.
Under Municipal Code Section 18.10.030, the Industrial (I) zone permits uses only if they appear in Table 10-A, and subsection .060 states any use class not listed is not permitted. No "data center" or "server farm" class exists anywhere in Title 18. Section 18.36.020 gives the Planning & Building Director authority to interpret which existing class a data center fits — for example "Industry," "Research & Development," or "Warehousing & Storage-Enclosed," all permitted by right in the I zone, while a large on-site substation ("Utilities-Major") needs a conditional use permit. Uses fitting no class follow the Section 18.66.040 unlisted-use path, ending in a Planning Commission CUP. Discretionary approvals trigger CEQA review.
Building or operating a data center in the Industrial zone without the required use-classification determination or, where applicable, a conditional use permit is a zoning violation enforced by Anaheim Planning & Building code enforcement.
