020(D) governs the airport operating area at Livermore Municipal Airport and lists radio-controlled aircraft alongside go-carts, roller blades, roller skates and skateboards as devices that could interfere with safe aircraft operations; all of them are barred from operating on or from the airport operating area. The rule sits inside the broader Aircraft Regulations section, which requires every aeronautical activity at the airport to conform to current FAA regulations, orders, and advisory circulars, and lets the City deny airport use to anyone violating the rules or issue a Notice to Airmen to close all or part of the airport when conditions make continued operations unsafe.

Because the airport operating area is where taxiing, takeoff, and landing occur, a hobbyist drone or model aircraft launched from or flown through that area directly conflicts with manned aircraft movements the City is trying to protect. 190 gives a person found in violation 10 days to file a written appeal with the Airport Commission. 170(C).
