Section 910.050 sits in Chapter 910, Prohibited Activities, under the heading Certain Recreation Activities Prohibited, and Subsection (B), titled Radio-Controlled Model Planes/Boats/Cars/Rockets, addresses drones specifically as Paragraph 1: no person may operate a radio-controlled aircraft within, or in air space above, a City park. The text draws no line between recreational and commercial flights, so a real estate photographer, survey contractor or any other commercial drone operator flying within or over a Blue Springs park is covered the same as a hobbyist. The same Subsection treats radio-controlled boats and cars differently: Paragraph 1 makes their operation legal in locations and at speeds that will not cause damage to other persons, vehicles or the park system if control is lost, and Paragraph 2 lets the Director of Parks and Recreation approve a written permit for rockets, with adult supervision present, specifying the park, time of day and procedure.

No comparable permit path exists in the ordinance for radio-controlled aircraft; the ban is written as absolute rather than permit-based.
