Blue Springs, MO Public Conduct: Skateboarding Rules (2026)

Section 310.040, in Chapter 310, Enforcement and Obedience to Traffic Regulations, part of the Title III Traffic Code, restricts the use of coasters, roller skates and similar devices on City roadways, and skateboards are named directly alongside them. The Section makes it unlawful for a person on roller skates, or riding in or by means of any coaster, toy vehicle, skateboard or similar device, to go upon any roadway, with one narrow exception: crossing a street on a crosswalk. While making that crosswalk crossing, the rider is granted all the rights and is subject to all the duties that apply to a pedestrian, meaning the same right-of-way and signal rules a person on foot must follow.

The Section carves out an additional exception for any street the City has designated by ordinance as a play street, where the roadway restriction does not apply at all. Blue Springs also separately restricts skateboards inside City parks: Section 910.150 makes it unlawful to ride or operate a skateboard, manually powered scooter, or zip board on park brickwork, steps, tennis courts, fountains, planters and similar amenities except at a specifically built skate park, though that is a distinct park-property rule from the roadway restriction in 310.040.

Neither Section states its own penalty, so both fall back to the City's general penalty, Section 100.080, enforced citywide by the Blue Springs Police Department for traffic offenses on public roadways.
