Blue Springs, MO Public Conduct: Loitering Rules (2026)

Section 220.665 lists six specific ways a person can commit impeding the use of streets, sidewalks or alleys in the City of Blue Springs, Missouri. Beyond loitering, sitting, standing or lying in the right-of-way (Subsection A.4), the ordinance separately bans coasting, roller skating, ice skating or skateboarding (A.1), flying kites (A.2), playing baseball, football, soccer or another game or sport (A.3), any other conduct that impedes or obstructs free use (A.5), and conduct that causes other people to obstruct the street, sidewalk or alley (A.6).

The offense requires that the conduct actually interfere with, impede or obstruct another person's free use of the right-of-way, so mere presence on a sidewalk is not itself a violation unless it blocks passage. The Section carries no separate fine, so a conviction is punished under the City's general penalty, Section 100.080: a fine up to $500, imprisonment up to ninety days, or both, and each day a violation continues is a separate offense. This Section sits alongside the related ball-playing prohibition in Section 220.730 and the obstruction ban in Section 220.740, which together give the Blue Springs Police Department several overlapping tools to clear sidewalks and streets of activity that blocks pedestrians or vehicles.
