Blue Springs, MO Special Events & Permits: Park Event Permits (2026)

Section 905.010 of the Blue Springs City Code governs who gets priority use of a shelter, shelter house or other City park facility that the Parks and Recreation Department schedules for reservation. Under Subsection (A), it is unlawful to keep occupying such a facility, or another facility the Department has scheduled, after being asked to leave by a person or group who reserved it for that date and who has shown a reservation form to the person or a member of the group being asked to vacate.

Subsection (B) extends the same duty to leave when a Police Officer or a Parks and Recreation Department employee makes the request, independent of whether the reserving party is present. Subsection (C) defines the proof required: the reservation form must be a form the Parks and Recreation Department itself designates, and that form is what establishes evidence of the reservation. The Section does not set a separate fee schedule, permit application process or reservation window; it addresses only the enforcement mechanism once a reservation exists.

Chapter 915's general Title IX penalty, Section 915.010, applies because 905.010 does not name its own penalty: violations route to the citywide general penalty in Section 100.080, and each day a violation continues is charged as a separate offense. Anyone planning a City park gathering in a reserved shelter should keep the Department-issued reservation form on hand, since it is the only recognized proof that can compel another party to vacate.
