Once the Chief of Police issues a street fair permit under Section 390.010, Section 390.030(B) attaches a list of standing conditions that govern vendors and participants at the event. No signs or placards may be posted on City property, in the right-of-way, or on utility poles or street signs, no sidewalk or driveway may be blocked, and no interference with pedestrian or vehicular traffic is allowed, all unless the City preapproves the arrangement. Sound amplification of any form requires the same preapproval, and yelling, hooting, or shouting that rises to a noise disturbance under Chapter 230 or Section 230.030 is barred outright near residences, businesses, schools, places of worship, or funerals.

Barricades must be official, City-approved, and set under the Missouri Uniform Traffic Code, chalk is the only permitted method for marking start-finish lines or routes on pavement, trespassing on private property is forbidden, and the permit holder must remove all trash generated by the event afterward. For the City's own annual street fair, the Fall Fun Festival held on the second weekend after Labor Day in the downtown area bounded by Vesper, Eighth, Walnut, and Fifteenth Streets, Section 390.045 delegates vendor licensing to the Blue Springs Chamber of Commerce: no one may organize, produce, direct, conduct, or manage a booth or activity in the closed festival streets without a Chamber-issued vendor permit, participation in a suspended or revoked permit's activity is barred, and the Chamber can attach conditions on hours, location, signage, and barricades before granting one.
