Blue Springs, MO Special Events & Permits: Sidewalk Dining & Cafés (2026)

Blue Springs allows outdoor dining and seating areas as an accessory use for retail/commercial, service/entertainment, and craft manufacturing businesses whose principal use involves producing, processing, preparing or serving food or beverage, under UDC Section 405.060.A.9. The area may sit in a front or side yard setback as long as it does not encroach into a required landscape buffer under Section 407.040(D), and an accessible pedestrian route must connect it to at least one point of ingress or egress for the principal use. Hours of operation cannot exceed the principal use's own hours, so a restaurant closing at 9:00 p.m. cannot run its patio later, and any use between 11:00 p.m. and 6:00 a.m. triggers Chapter 230's noise control standards.

Size matters for parking: seating under 450 square feet does not have to add parking beyond what the principal use already requires, but anything over 450 square feet is treated as an addition to the principal use and must meet the added minimum parking standard for that square footage. Areas over 450 square feet must also be delineated with railings, fencing, potted plants or similar decorative barriers, and all furnishings, awnings, umbrellas and other elements must be compatible with the main building's design and kept clean of litter and tableware.

Outside the Downtown Zoning District, outdoor dining is approved through Site Plan Design Review under Section 403.070, with temporary setups possible through a Temporary Use Permit under Section 405.070; inside the Downtown Zoning District, approval instead runs through the Downtown Review Board procedures at Section 404.240(M)(1), which also separately permits right-of-way seating for up to twelve months at a time subject to Public Works Director removal requests.
