Blue Springs, MO Special Events & Permits: Parade Permits (2026)

The Blue Springs Police Department administers permits under Chapter 390 of the City Code, Street Fairs, Exhibitions, Concerts, Demonstrations, Parades, Etc. Section 390.010 requires a permit from the Chief of Police or a designated agent before any street fair, exhibition, demonstration, parade, concert, show, or similar event can be given or held on a street, highway, parkway, or outdoor public place, and it is a separate offense to organize an event or to knowingly join a parade or demonstration that lacks the required permit. Section 390.020 exempts funeral processions, students moving between school activities under staff supervision, government agencies acting within their functions, and any demonstration of ten or fewer people, though those small demonstrations still must follow the Chapter's other rules.

Applications go to the Chief of Police under Section 390.030 between twenty-one and sixty days before most events, or between forty-eight hours and thirty days before a demonstration, and must list the organizer, route or location, expected crowd and vehicle count, and start and end times. Section 390.030(D) sets the permit fee at five dollars for a parade, street fair, festival, concert, show, or exhibition, waivable for recognized non-profit civic organizations, while a demonstration permit carries no fee at all. The Chief of Police must act on a standard event application within three days and a demonstration application within twenty-four hours under Section 390.080, and Section 390.090 lets a denied applicant appeal to a City Hearing Officer under Chapter 140 and, beyond that, to the Circuit Court of Jackson County, Missouri.
