Chapter 511, Restricting the Use of Unmanned Aerial Vehicles (UAV), also Known as 'Drones,' separately defines a 'Commercial Unmanned Aircraft' in Section 511.01(e) as any drone used and flown for a profit, distinguishing it from the 'Recreational Unmanned Aircraft' defined in subsection (f) as one flown for sport, recreation or as a hobby. That distinction matters because two of the restrictions in Section 511.02, the fifteen-pound weight cap in subsection (a) and the dusk-to-dawn and line-of-sight limit in subsection (h), are written to apply only to a 'Recreational Drone,' leaving commercial operators outside those two specific limits.

Commercial drones remain bound by every other restriction in Section 511.02, including the equipment ban in subsection (b), which bars equipping any drone, commercial or otherwise, with firearms, missiles, chemicals or lasers, the ban on flying over an open-air assembly, school, hospital, place of worship, prison or police station without consent in subsection (c), the privacy restriction in subsection (d), the contraband ban in subsection (e), the utility-infrastructure buffer in subsection (f), and the active-emergency-scene ban in subsection (g). Section 511.03 lets any citizen, including a commercial operator, voluntarily register a drone with the Youngstown Police Department to help prevent theft and misuse, though registration is not made mandatory for commercial flights under the chapter as written.
