Youngstown, OH Drone Rules: Event Drone Restrictions (2026)

Section 511.02(c) of Chapter 511 protects gatherings and sensitive sites from overhead drone flights by requiring consent first. No drone, defined broadly in Section 511.01 to include recreational, commercial and public unmanned aircraft, may be operated over any open-air assembly unit, school, school yard, hospital, place of worship, prison or police station without the property owner's or the event organizer's consent, and any operation that does get consent remains subject to whatever restrictions the owner or organizer chooses to place on it. The rule sits alongside a related ban in subsection (g), which separately bars flying a drone over any active emergency scene, including an active crime scene or a location where the Fire Department, Police Department or E.M.S. is responding, so an event that turns into an emergency triggers a second, independent restriction.

The chapter exempts drones operated by a governmental agency of the City, State or federal government for lawful purposes under Section 511.03(a), so a public safety drone monitoring a large gathering for the Youngstown Police Department is not itself a violation. For everyone else, filming a downtown festival, a YSU commencement, or a church service from the air requires the organizer's or property owner's consent before launch, not after a complaint.
