050(C)(1) opens by permitting unmanned aircraft, including drones, model or toy airplanes, and helicopters, at all Upland parks, then lists circumstances under which a person may not take off or land one: outside the operator's visual line of sight, within 25 feet of another individual other than the operator or a designee, within 500 feet of any city-permitted event open to the public, with any weapon or dangerous device attached, or in a reckless manner creating a substantial risk of serious injury or property damage.

The 500-foot event buffer is the operative rule for organized gatherings such as concerts, festivals, or farmers markets that hold a city permit; a drone operator can still fly elsewhere in the same park outside that radius as long as the other four conditions are met. 020, defines 'unmanned aircraft' broadly as an aircraft without a human pilot on board that is controlled from the ground without the possibility of direct human intervention on board. 050(C)(2) bans gas-powered remote-controlled vehicles, including toy or model cars, trucks, and watercraft, outright at all parks and facilities, with no distance exception.
