Waynesville, MO Drone Rules: Event Drone Restrictions (2026)

Section 212.030 of the Waynesville Municipal Code makes it "unlawful for any person to take off, land, operate, or assist in the operations of any unmanned aircraft out of doors at or within five hundred (500) feet of any venue, outdoor special event, ... unless such operation has been permitted by the City Administrator." The five-hundred-foot measurement runs from the event or venue itself, so a drone cannot even launch from outside that radius and fly in over the crowd. Because Waynesville's own events chapter, Chapter 160, requires a special event permit for street closures, vendors and organized festivals, an event organizer or a drone hobbyist covering the event both need the City Administrator's separate sign-off for the airspace before flying, on top of any event permit.

The same section's harassment clause reinforces the event buffer: it is "unlawful to operate an unmanned aircraft with the intent to offend, annoy, abuse, threaten, or harass any person or wildlife," which reaches a drone flown aggressively over an event crowd even outside the five-hundred-foot line. Operators at or near an event also remain bound by the accident rule requiring anyone involved in a drone accident causing injury or property damage to give contact information to the injured party and any officer on scene. Waynesville adopted § 212.030 by Ord. No. 2332 on August 16, 2018.
