Waynesville, MO Drone Rules: Park Drone Restrictions (2026)

Section 212.030 states that "the City allows the use of unmanned aircraft in public areas throughout the City," naming public parks and agriculturally zoned areas as examples, but only "with the permission of the property owner," so a flight over Waynesville Roubidoux Park still needs the City's consent as the property owner. Within that same park sit two named exceptions: the ordinance separately makes it unlawful to "take off, land, operate, or assist in the operations of any unmanned aircraft out of doors at or within five hundred (500) feet" of the "Little Heroes Playground, or the Waynesville Splash Pad, unless such operation has been permitted by the City Administrator." That buffer functions as a no-fly zone layered on top of the general park permission, so a drone may cross other parts of the park but not approach within five hundred feet of the playground or splash pad without the Administrator's sign-off.

The same section bars flying over a residential area below two hundred feet and requires the property owner's consent before flying over private land generally, rules that also apply inside park boundaries that abut private lots. Waynesville adopted § 212.030 by Ord. No. 2332 on August 16, 2018, and enforcement runs through the general penalty of fine and costs in § 100.060.
