Carlsbad's substantial coastline and lagoons are subject to the California Coastal Commission (CCC) and Carlsbad's certified Local Coastal Program (LCP). Most development in the Coastal Zone requires a Coastal Development Permit.
Carlsbad's western portions β including areas near Agua Hedionda Lagoon, Batiquitos Lagoon, and the Pacific coastline β are within California's Coastal Zone, regulated by the California Coastal Act (Pub. Res. Code Β§30000 et seq.) and Carlsbad's certified Local Coastal Program (LCP). Most development, additions, and even certain landscaping changes in the Coastal Zone require a Coastal Development Permit from the city (for minor projects) or the California Coastal Commission (for larger projects or those in the Commission's permit jurisdiction). For ADUs, Carlsbad confirmed in June 2024 that the LCP prevails over state ADU law within the Coastal Zone. STVRs are only permitted within the Coastal Zone (see CMC Chapter 5.60). Coastal Bluff Top properties face additional restrictions on setbacks, grading, and vegetation removal.
