Development within Oceanside's Coastal Zone requires compliance with the city's Local Coastal Program and the California Coastal Act. Coastal Development Permits are required for most development activities. Public coastal access must be preserved.
Oceanside has a certified Local Coastal Program (LCP) that implements the California Coastal Act within the city's Coastal Zone. Development within the Coastal Zone generally requires a Coastal Development Permit (CDP) in addition to standard building permits. The LCP addresses public access to the coastline, protection of coastal resources, visual resources, and hazard areas. Projects within the appeal jurisdiction near the shoreline may be appealed to the California Coastal Commission. Sea level rise adaptation planning is incorporated into the LCP. Sand replenishment and beach erosion management are ongoing concerns. The Oceanside Strand and beach areas have specific development standards. Properties in the Coastal Zone may be subject to height restrictions, density limits, and design standards different from inland areas. The Planning Division processes CDPs.
Development without a required CDP is a violation of both the LCP and the California Coastal Act. The Coastal Commission may also pursue enforcement. Violations can result in significant fines and required restoration.
