Chapter 52, the city's Storm Water and Urban Runoff Pollution Prevention ordinance, ties directly into the region's stormwater permit system. 11(A) prohibits the city from granting a grading permit, and bars any person from starting or continuing construction activity subject to a General Construction Activity Storm Water NPDES Permit, unless the applicant shows proof of having applied for that state permit first. 11(B) requires the contractor to keep several documents at the construction site: the Notice of Intent to Comply with the General Permit, the waste discharge identification number issued by the State Water Resources Control Board, the project's Storm Water Pollution Prevention Plan and Monitoring Program Plan, and records of every inspection, compliance and non-compliance report and good-housekeeping check.

11(C), those records must be produced on request to a city officer and kept for at least three years after construction is complete. 12 folds construction activity subject to the city's Municipal NPDES Permit into the city's own Storm Water Quality Management Program, so a builder cannot assume a project skips erosion and sediment control simply because it does not trigger the state general permit. 15 authorizes the Chief Executive Officer or the Director to enter and inspect private property, on 24 hours' notice absent exigent circumstances, to verify compliance, including tracing discharge points and reviewing pollution prevention plans and inspection records.
