Cass County, MO Environmental Rules: Erosion Control (2026)

520 of the Cass County Zoning Order directs that any use disturbing land must install erosion and sediment controls that prevent or minimize erosion of surface soils and control the amount of sediment or pollutants leaving the site. The County lists two accepted methods for meeting this standard. First, perimeter controls that intercept and detain small amounts of sediment, including silt fences, straw bale barriers, check dams, diversions, and grass-lined channels, plus sediment-trapping devices to catch sediment in run-off water. Second, structural protection at storm water inlets, along with outlet stabilization structures and sediment basins at outflow locations, to keep sediment out of the county's storm water conveyance system.

510, and the County separately maintains recommended BMP descriptions drawn from EPA and Missouri Department of Natural Resources guidance. Any construction or land-clearing project in unincorporated Cass County, particularly within the Big Creek, Mount Pleasant, or Raymore townships where land disturbance permits are required, must show these controls as part of its Storm Water Pollution Prevention Plan. The Planning and Zoning Department reviews and enforces compliance as part of the land disturbance permitting process tied to the Zoning Order.
