DeSoto requires erosion and sediment controls on all construction and land disturbance activities per the adopted International Building Code, Unified Development Code grading standards, and Texas Commission on Environmental Quality (TCEQ) Construction General Permit TXR150000. Sites disturbing one acre or more (or smaller sites part of a larger common plan) must file a Notice of Intent with TCEQ and maintain a Stormwater Pollution Prevention Plan (SWPPP) on-site. Required best management practices include silt fences around the perimeter, stabilized construction entrances with rock pads to prevent track-out, inlet protection on nearby storm drains, soil stockpile covering, and prompt stabilization (seeding, mulching, or paving) of disturbed areas. Sediment that tracks onto public streets must be cleaned before the end of each workday. Concrete washout must be contained in lined pits, not dumped on the ground or in the street. Inspections by DeSoto staff may occur and violations carry civil penalties.
