Land conditions resulting from grading that cause erosion, subsidence, or surface water drainage problems are designated nuisances under HBMC Chapter 17.10. The city's National Pollutant Discharge Elimination System (NPDES) permit requires construction sites to implement best management practices for sediment and erosion control.
