Huntington Beach implements stormwater quality management under its National Pollutant Discharge Elimination System (NPDES) permit. New development and significant redevelopment projects must include post-construction stormwater quality best management practices (BMPs) such as bioswales, permeable pavement, and retention basins. Illicit discharges to the storm drain system β including paint, chemicals, wash water, and other pollutants β are prohibited. Construction sites must implement erosion and sediment control BMPs. The city conducts inspections and monitoring for compliance. Residents may report illicit discharges to the Public Works Department.
Illicit stormwater discharges are subject to administrative fines, cleanup orders, and potential criminal prosecution under the Clean Water Act.
