The Town of Oro Valley Grading Ordinance and Hillside Development Zone regulations impose erosion control requirements on all land disturbance. Construction projects must submit and implement an erosion and sediment control plan showing silt fencing, stabilized construction entrances, erosion blankets, and revegetation schedules. The Hillside Development Zone (HDZ), covering significant portions of the northern and eastern Town limits near Pusch Ridge and Catalina State Park, limits grading on slopes exceeding 15 percent and prohibits disturbance of slopes over 25 percent except for driveway access. Natural Area Open Space (NAOS) requirements mandate that 30 to 50 percent of hillside lots remain undisturbed. The Town requires dust control plans meeting Pima County Department of Environmental Quality standards, including watering disturbed areas twice daily during construction. Revegetation of disturbed areas must use native Sonoran Desert species from the approved plant list.
Erosion control violations result in stop-work orders and fines of $300 to $2,500 per day. Failure to maintain dust control can trigger Pima County DEQ penalties of $10,000 or more for PM-10 violations.
