Tangipahoa Parish, LA Environmental Rules: Erosion Control (2026)

Section 36-111(h), 'Stormwater management and water quality,' requires every major subdivision, special use residential commercial development and general commercial development to include a stormwater pollution prevention plan, or SWPPP, under paragraph (2)(a). Paragraph (2)(b) specifically requires best management practices, or BMPs, for sediment and erosion control, stormwater retention and mitigation during construction, and it makes the contractor responsible for describing the approved BMPs in the SWPPP and verifying that description to the parish before construction begins. Paragraph (3) sets the size thresholds: a SWPPP must be developed and implemented for any development disturbing one acre or more, and a development over five acres must both develop a SWPPP and secure an LDEQ permit before implementing it, following the latest Louisiana Department of Environmental Quality standards.

Once construction starts, the contractor must keep the SWPPP documents on site and available to the parish engineer, floodplain administrator, drainage district administrator and LDEQ, and must inspect the installed BMPs every 14 days, before every anticipated storm, and within 24 hours of any half-inch rain event, documenting each inspection. Parish staff are authorized to inspect any development or building site for SWPPP violations under paragraph (3)(c); a noncompliant site gets a remediation plan and 48 hours to fix it before the parish engineer or building official can issue a written stop-work order.
