Full Breakdown
Bellflower Municipal Code Chapter 15.36, Floodplain Management Regulations, sets construction standards for Special Flood Hazard Areas shown on the FEMA Flood Insurance Rate Map. In an A zone (no pre-determined base flood elevation study), new residential construction must have its lowest floor elevated to or above the base flood elevation as determined by the city. Nonresidential construction may instead be floodproofed to that elevation with watertight, substantially impermeable walls. In AR zone developed areas the standard is the lower of the AR base flood elevation or three feet above the highest adjacent grade. A registered professional engineer or surveyor must certify the as-built elevation, verified by the city building inspector and submitted to the Floodplain Administrator, before the requirement is considered met.
Violations & Fines
Constructing below the required elevation without engineer/surveyor certification violates Chapter 15.36; the Floodplain Administrator can withhold sign-off, require remedial elevation or floodproofing, and the property can be denied standard-rate NFIP flood insurance.
