Summary

New or substantially improved residential structures in a Caddo Parish special flood hazard area must have their lowest floor, including any basement, built at least one foot above the base flood elevation. Sec. 18-72 requires a registered engineer, architect, or land surveyor to certify the elevation to the director of public works before occupancy.

City-specific rules exist: Shreveport has its own flood elevation requirements rules that differ from Caddo Parish's county-level regulations. If you live in Shreveport, check the city-specific page instead.

Residential construction. New construction or substantial improvement of any residential structure shall have the lowest floor, including basement, elevated by utilization of flood-resistant materials and construction techniques to a minimum of one foot above the base flood elevation. A registered professional engineer, architect, or land surveyor shall submit a certification to the director of public works that the standard of this subsection (1) is satisfied and that the level complies with that proposed in the development permit application.

Full Breakdown

Sec. 18-71 sets the parish's general flood-hazard-reduction standards: new construction and substantial improvements must be anchored against flotation and lateral movement, built with flood-resistant materials, and have electrical, heating, plumbing, and air-conditioning equipment elevated at least one foot above the base flood elevation. Sec. 18-72 adds the specific freeboard standards once base flood elevation data exists. Subsection (1) requires new or substantially improved residential structures to have the lowest floor, including any basement, elevated at least one foot above the base flood elevation, certified to the director of public works by a registered professional engineer, architect, or land surveyor.

Subsection (2) gives nonresidential structures the same one-foot freeboard or, alternatively, floodproofing to a watertight standard certified by an engineer or architect. Subsection (3) requires enclosed areas below the lowest floor used only for parking, access, or storage to carry at least two flood-vent openings totaling one square inch per square foot of enclosed area, with the lowest opening no higher than one foot above grade. Subsection (4) requires manufactured homes in Zones A1-30, AH, and AE to have their chassis elevated at least one foot above the base flood elevation on a permanent, anchored foundation.

Subsection (6) departs from the one-foot standard for the Red River Special Flood Hazard Area between the Caddo Parish Levee and the Bossier Parish line, where the lowest floor or mechanical equipment must instead sit at least one and one-half feet above the high-water mark.

Violations & Fines

Chapter 18 has no separate freeboard fine, so Sec. 1-8's general penalty applies: building below the required one-foot freeboard is a misdemeanor punishable by up to $500.00, up to 30 days in the parish jail, or both, and each day the elevation stays out of compliance is a new offense. The director of public works may also withhold sign-off until a registered engineer, architect, or surveyor certifies the required elevation.

Frequently Asked Questions

How high above flood level must a new house be built in Caddo Parish?
At least one foot above the base flood elevation. Sec. 18-72(1) requires the lowest floor, including any basement, of new or substantially improved residential structures to meet that freeboard, certified to the director of public works by a registered engineer, architect, or land surveyor.
Does the freeboard rule apply to garages and storage below the house?
Yes, with venting instead of elevation. Sec. 18-72(3) lets enclosed areas below the lowest floor be used for parking, access, or storage only if they carry at least two openings totaling one square inch per square foot of enclosed area, with the lowest opening no higher than one foot above grade.
Is the freeboard requirement different near the Red River in Caddo Parish?
Yes. Sec. 18-72(6) requires the lowest floor or mechanical equipment in the Red River Special Flood Hazard Area, between the Caddo Parish Levee and the Bossier Parish line, to sit at least one and one-half feet above the high-water mark instead of the standard one-foot freeboard.
