Summary

Full Breakdown

Under City Code section 14-5J-7, all development in a flood hazard area must meet the general floodplain management standards, and until a regulatory floodway is designated, no development may raise the base flood elevation by more than one foot. For residential buildings, subsection E requires that all new or substantially improved structures have the lowest floor, including any basement, elevated at least one foot above the flood hazard elevation, built on compacted fill that stays at or above that elevation and extends at least eighteen feet beyond the structure.

Where fill is not feasible because of topography or street grades, the building official may allow elevation on piers if a licensed professional certifies the design can support the structure and withstand flood forces. Nonresidential and mixed-use buildings under subsection F face the same one-foot freeboard, but can instead be floodproofed to that level; floodproofing requires a professional engineer registered in Iowa to file a Non-Residential Floodproofing Certificate, a Flood Emergency Operation Plan and an Inspection and Maintenance Plan with the building official, and the certificate must state the exact elevation, referenced to the North American Vertical Datum of 1988, to which the structure is floodproofed.

Utility equipment such as electric meters, service panels, water heaters, HVAC equipment and plumbing must likewise sit at least a foot above the flood hazard elevation or be watertight to that level. Enclosed areas below the lowest floor that can flood must carry at least two openings totaling one square inch of net area per square foot of enclosed space, spaced on different walls, with the bottom of each opening no higher than one foot above grade, so floodwaters can enter and exit automatically. 2 percent annual chance flood event and Iowa DNR approval.

Detached garages and sheds under 600 square feet can skip the freeboard rule only if built with flood-resistant materials below the one-foot mark, not used for habitation, and anchored against flotation.

The building official enforces section 14-5J-7 through the permit and inspection process; construction that does not meet the one-foot freeboard or floodproofing certification requirement can be denied a certificate of occupancy or ordered corrected.
