§ 15.60.160. Standards of Construction. C. Elevation and Floodproofing. In an A Zone, elevated at least one foot above the base flood elevation, as determined by this community. c. In all other zones, elevated at least one foot above the base flood elevation.

Nonresidential buildings may instead be floodproofed watertight below that same elevation, with structural components engineered to resist hydrostatic and hydrodynamic loads, again certified by a registered engineer or architect. Enclosed areas below the lowest floor used only for parking, building access or storage must include flood vents: at least two openings on different walls providing not less than one square inch of net area per square foot of enclosed area, with openings no higher than one foot above grade. 230, generally limited to lots of a half-acre or less.
