A separate permit shall be required for each separate, noncontiguous site or lot, and no permit shall be transferable without the prior written consent of the Floodplain Administrator. ... (c) A written application for a Floodway Development Permit shall be filed with the Floodplain Administrator... and shall be accompanied by the payment of a permit fee, the amount of which shall be determined by fee resolution by the City Council... (e) Within twenty (20) working days after receipt of a complete application for a Floodway Development Permit application... the Floodplain Administrator shall either approve or deny the permit application.
