Faulkner County, AR Environmental Rules: Flood Zones (2026)

Faulkner County's flood damage prevention program covers every Special Flood Hazard Area FEMA has mapped for the county, most recently in the Flood Insurance Study effective March 21, 2019, plus areas covered by the county's 2018 Cadron Watershed Base Level Engineering study. The Quorum Court adopted a standalone 'Flood Damage Prevention Code for Faulkner County, Arkansas,' dated February 26, 2019, by reference, split into Article I Definitions, Article II Administration and Article III Provisions for Flood Hazard Reduction; a copy is on file with the County Clerk for public inspection.

Anyone constructing, locating, substantially altering or changing the use of a structure or parcel of land in a mapped area after the ordinance's effective date must comply with the adopted code and any other applicable regulations before starting work. The ordinance treats its standards as minimum requirements only, does not override stricter easements, covenants or deed restrictions, and expressly disclaims county liability for flood damage that occurs even where a property strictly follows the code. The rule traces to Ord. 1990-019, passed August 28, 1990, and has been amended eight times since, most recently by Ord.

2019-006 on March 20, 2019, to keep pace with FEMA's updated maps. Faulkner County has no zoning ordinance, so this flood code and the county's subdivision regulations are the primary land-use controls that apply outside the incorporated cities.
