Faulkner County, AR Animal Ordinances: Cat Rules (2026)

01, adopted under Ordinance 2002-013 and amended through 2020, defines 'Cat' at subsection (1)(f) as 'any domestic or feral cat (Felis catus or Felis domesticus) over the age of six (6) months,' meaning the county's animal control rules for cats reach feral colony cats as well as owned pets. Subsection (6), 'Rabies Vaccination Required,' mandates that 'all dogs, cats and other pets' subject to rabies be vaccinated annually by an accredited veterinarian, with a metal tag evidencing the vaccination attached to the animal's harness or collar; the requirement does not apply to any cat under three months old.

A lost or destroyed tag must be replaced by the veterinarian upon proof of the prior fee or payment for a duplicate, and no tag may be transferred from one animal to another. 01(16): a fine of $50 to $100 for a first offense plus restitution, up to $200 for a second, and up to $500 for a third or subsequent offense. 01(1)(a) expressly includes cats among the domestic species covered by the county's running-at-large, nuisance-animal and impoundment rules, so a cat that is at large, damaging property or otherwise a nuisance can be picked up by the Animal Welfare Officer just as a dog can.

The county does not license cats separately or regulate feral colonies beyond the vaccination mandate; enforcement runs through the Animal Welfare Officer appointed by the Faulkner County Sheriff.
