' Rather than running its own trucks, the county licenses private haulers: every hauler collecting or transporting waste in the unincorporated county must obtain an annual license from the County Judge between January 1 and 15, pay a $300 yearly fee, keep collection equipment in compliance with state and local vehicle laws, and carry general liability insurance of $30,000 to $60,000 per vehicle, with proof certified to the County Judge before licensing.
