' Outside that self-disposal exception, all waste generated in the county 'shall be disposed of at a disposal facility designated by the Quorum Court' and permitted by the Arkansas Department of Pollution Control and Ecology; a resident asked to prove compliance must show 'proof of proper disposal and proof that they are subscribing to solid waste collection service' or remove improperly disposed waste within 10 days of certified-mail notice.

Because service comes from competing licensed private haulers rather than one county contractor, residents arrange their own pickup day and frequency directly with a hauler operating in their area, and fee schedules can differ between one part of the county and another since the ordinance does not require uniform rates. A hauler's failure to provide the agreed service to a subscribing, paying customer is itself grounds for the county to revoke that hauler's license.
