01(1)(e) as a dog off its owner's property and not under the adequate supervision and control of a competent person, regardless of whether the owner knew the dog had left. Every dog owner must keep a collar or harness on the animal fastened with a metal plate or tag legibly inscribed with the owner's name, address and/or phone number, plus a separate metal tag showing an annual rabies vaccination by an accredited veterinarian. Abandoning a dog anywhere in the county is separately unlawful under the same subsection.

A dog caught At-Large may be detained and impounded by the Sheriff's Office; on top of the fine for the underlying violation, the owner must pay reasonable boarding costs of up to $60 per calendar day. If, after 10 days in impoundment, reasonable efforts show the dog has no identifiable owner or hasn't been claimed, the Animal Control Officer, a licensed veterinarian or a qualified technician may humanely euthanize it or transfer it to an adoption or rehoming facility. 01(16), carrying a $50 to $100 fine plus restitution for a first offense, up to $200 for a second, and up to $500 for a third or subsequent offense.

A dog that is 'Repeatedly At-Large,' meaning off its owner's property more than once in an 18-month period, is separately defined and can support enhanced enforcement.
