Louisburg, KS Environmental Rules: Flood Zones (2026)

The flood hazard map used citywide is defined by the most current Flood Insurance Rate Map (FIRM) and Flood Boundary and Floodway Map (FBFM), both adopted by reference and made part of Louisburg City Code § 4-102 under the amended IBC § 1612.3. The Governing Body of the City of Louisburg retains discretion to adopt additional flood hazard maps beyond the FEMA baseline. Builders working in a mapped flood hazard area face two linked inspection checkpoints under the same § 4-102 amendments to the IBC's inspection chapter.

First, under amended § 110.3.3, once the lowest floor (including any basement) is placed and before further vertical construction proceeds, the elevation certification required by IBC § 1612.5 must be submitted to the building official. Second, under amended § 110.3.13, if the structure sits in a flood hazard area, documentation of the lowest floor elevation required by IBC § 1612.4 must be submitted to the building official before the final inspection is scheduled. Both checkpoints route through the same Building & Zoning office that administers the International Building Code, 2018 Edition, adopted under § 4-101.

Because the code carries no flood-specific penalty clause, a failure to submit either the elevation certification or the flood hazard documentation falls back to the general penalty in Louisburg City Code § 1-116: a fine of not more than $499, imprisonment in jail for not more than 179 days, or both.
