The city participates in the NFIP Community Rating System (CRS), which provides flood insurance premium discounts to policyholders based on the community's floodplain management activities. Elevation certificates are required for all new construction and substantial improvements in the SFHA. All development in the SFHA requires a floodplain development permit in addition to standard building permits.
Building in the SFHA without proper elevation may result in mandatory retrofit orders, denial of occupancy, and significantly higher flood insurance premiums. NFIP violations may jeopardize the community's CRS rating and increase insurance costs for all city residents. Fines for floodplain ordinance violations start at $250 per day.
