FEMA flood zone rules in Miami Beach, FL β also called floodplain regulations or special flood hazard area (SFHA) rules β determine flood insurance requirements and elevation standards for new construction.
Nearly all of Miami Beach lies within FEMA Special Flood Hazard Areas (Zones AE and VE). All construction must meet or exceed Base Flood Elevation (BFE) requirements with additional freeboard. Flood insurance is mandatory for properties with federally-backed mortgages, and the city participates in the National Flood Insurance Program Community Rating System.
Miami Beach is a barrier island where virtually the entire city falls within FEMA-designated Special Flood Hazard Areas. Oceanfront properties are in VE zones subject to wave action, while interior and bayside areas are in AE zones. FEMA Flood Insurance Rate Maps (FIRMs) establish Base Flood Elevations that determine minimum construction heights. In VE zones, the bottom of the lowest horizontal structural member must be at or above BFE with the area below free of obstructions. In AE zones, the lowest floor must be at or above BFE. Miami Beach requires additional freeboard above FEMA minimums to account for sea level rise. Elevation Certificates must use the current FEMA form for all permitted construction in flood zones. The city participates in the NFIP Community Rating System (CRS), which provides flood insurance premium discounts to policyholders based on the community's floodplain management activities. Substantial improvement or substantial damage exceeding 50% of the structure's market value triggers full compliance with current flood regulations. Properties can view their flood zone designation using Miami-Dade County's interactive flood zone map tool.
Building below required flood elevations violates the National Flood Insurance Program requirements and may result in permit revocation, increased insurance premiums, and loss of NFIP coverage eligibility. Non-compliant construction must be brought into compliance or removed.
