Miami Beach has invested over $500 million in stormwater infrastructure to combat sea level rise and tidal flooding. The city's Stormwater Management Master Plan requires all development to maximize pervious surfaces and manage on-site stormwater. Properties must comply with the city's NPDES co-permit requirements with Miami-Dade County.
Miami Beach adopted a comprehensive Stormwater Management Master Plan (SWMMP) that addresses current and projected flooding from sea level rise, king tides, and storm events. The city has installed 70-80 stormwater pumps across the island and raised roadways 1.5-2 feet in vulnerable western neighborhoods along Biscayne Bay. All new development and substantial renovation must maximize unpaved landscape to allow stormwater infiltration. The city participates as a co-permittee with Miami-Dade County under the National Pollutant Discharge Elimination System (NPDES) program, requiring construction sites to implement erosion and sediment controls. Stormwater retention and treatment requirements apply to new impervious surfaces. The city has been awarded over $79 million in Resilient Florida grant funding for stormwater infrastructure improvements. Properties in Adaptation Action Areas face additional requirements for managing stormwater in the context of projected sea level rise. The Environment and Sustainability Department oversees stormwater compliance and coordinates with Miami-Dade DERM.
Violations of stormwater management requirements can result in NPDES enforcement by the EPA or Florida DEP, with penalties up to $25,000 per day per violation. Local Code Compliance fines start at $250 and escalate for continued noncompliance.
