No person, firm, corporation, or governmental body not exempted by state law shall commence any development in the floodplain without first obtaining a floodplain development permit from the Executive Director. The Executive Director shall determine if a floodplain development permit shall be issued based upon the standards and requirements provided herein in Sections 16.72.120, 16.72.130, and 16.72.140 and if all appropriate information and findings required by this ordinance are submitted and established. If the proposed development fails to meet these requirements, the executive director shall not issue a floodplain development permit.
The application form for a floodplain development permit, available from the Executive Director, shall be accompanied by drawings of the site, drawn to scale showing property line dimensions; existing grade elevations and all changes in grade resulting from excavation or filling; the location and dimensions of all buildings and additions to buildings; and the elevation of the lowest floor (including basement) of all proposed buildings subject to the requirements of Section 16.72.130 of this chapter. Upon receipt of an application for a floodplain development permit, the Executive Director shall compare the elevation of the site to the base flood elevation. The Executive Director shall maintain documentation of the existing ground elevation at the development site and the base flood elevation.
