34 governs the city's Municipal Separate Storm Sewer System (MS4). 050 flatly prohibits any person from dumping, depositing, releasing, spilling, leaking, pumping, pouring, emitting, emptying, discharging, injecting, burying or disposing of solid or liquid waste, including any pollutant, into the MS4 or onto any public or private premises in the city, unless it goes into an authorized solid waste container or facility. The section separately bars disposing of leaves, grass clippings, dirt or landscape debris into the storm drain, and bars pouring oil or grease onto any parking lot or into any part of the MS4.

It also bans disposing of banned or unregistered pesticides, fungicides or herbicides into the MS4, dumping hazardous material into public trash receptacles, placing washout water into solid waste containers, and washing restaurant or automotive floor mats where the rinse water can reach a drain. 055 requires anyone who discovers an uncontrolled discharge to immediately notify the Director by telephone and follow up with a written report within 10 calendar days describing the cause, corrective action and remediation steps; that notification does not excuse the discharger from liability or fines. 090, and the City Attorney may bring civil or criminal enforcement actions.
